The pilot project for community parcel lockers, which began in late March, has reached the point where we have now installed 20 parcel lockers across Estonia: 8 of them in Harku Municipality, 5 in the Pirita district, 2 in Saue Municipality, and 4 in Hargla, Kiili, downtown Tallinn, and Kalamaja.
Community parcel lockers are designed to serve smaller communities and locations where large parcel lockers are situated farther from people’s homes and daily routes. We install these new parcel lockers in promising locations ourselves, but villages, communities, local governments, and real estate developers also have the option to purchase a parcel locker by submitting a request via contact form .
If a parcel locker has been installed through Picapaci, you will need to register as a user. You can sign up for a parcel locker of your choice on the Picapaci website , and the monthly fee is 1 euro.
In June, we installed a Picapac community parcel locker in the village of Hargla in Valga County. According to Valga Municipal Mayor Monika Rogenbaum, the Hargla community has been in dire need of a parcel locker. “This is a village located far from major population centers, and for many families, reaching the nearest town requires traveling about 40 kilometers,” says Rogenbaum, adding that a traditional large parcel locker is too bulky for Hargla and that significantly more parcels and shipments would need to be processed there to justify its installation.
Due to low usage, we relocated the parcel locker that had been located near the Kumna Cultural Center to Oblika Road in Vääna-Jõesuu in mid-July. The new location for the parcel locker was chosen based on residents’ requests.Similarly, the Picapac community found a location in the Otsa-Miko residential area at the initiative of residents.
Real estate developers have also recognized this trend and are interested in installing community parcel lockers at new developments—thereby offering buyers added value.
At the end of June, we installed an Endover community parcel locker in the Volta neighborhood of Kalamaja, and in mid-July, Pinered received a new parcel locker in the Rabareba garden city of Kiili.

Open Network – The 8-compartment parcel lockers operate on an open network principle, which means they can be used by all courier companies affiliated with the network. Currently, the Picapaci Omniva parcel locker handles parcels from the Picapaci community, Omniva courier parcels, and DHL courier parcels. It is also possible to send packages via Omniva at the parcel locker rate.
